A lifelong Hoosier and proud Kokomo High School graduate, Ray Collins has built his life on faith, family, and service. Raised in Howard County, Ray learned early that strong families and Christian values are the foundation of strong communities. As a Kokomo Wildkat basketball player, he developed discipline, teamwork, and leadership that continue to guide him today. Ray spent 23 years serving youth at the Robert J. Kinsey Youth Center, later transitioning into public safety and becoming a Police Officer in the State of Indiana after graduating from the Indiana Law Enforcement Academy in 2021. Elected to the Kokomo Common Council in 2020 and serving as Council President since 2022, Ray leads with integrity, accountability, and a servant’s heart, believing government should protect families, safeguard freedom, and support the God-given potential of every person. Ray and his wife, Stephanie, live in Kokomo and are blessed with four children and three grandchildren. For Ray, public service isn’t politics, it’s a calling.
